That's absolutely correct, the RTA sees the engineer as a car "god" most of the
time, that's why it's so important to get on side with your chosen engineer
early on in a project. The mandatory poly bit seems to only be cat if your going
to run unleaded but you usually don't have to run canisters and all the
pollution goodies from the donor vehicle. In the ACT it is very rare for them to
even run any sort of tests and record readings on the certificate, all you get
is a tick or X. Most of the Turbo conversions in Datsuns that i've looked at
aren't even required to run the EGR system which is convenient as it is a bugga
to fit the pipe across the back of the FJ engine and I only had dummy hoses
connected on the mass of small pipes that go across the timing cover and as it
looked like it was all there and doing what it was designed to do, no one ever
gave it a second glance when we had annual inspections, they were more
interested in the seat belts and if the seats were anchored correctly etc. If
they were absolutely strict on this stuff as the national code states, they
could/would make us run sealed fuel tanks and all the other valves & crap that
hang off poly engines.
