You included only one sidewall thickness ie 
165*0.75+13*25.4=454mm.

for the 13, 165*0.75*2+13*25.4=577.7mm
for the 15, 195*0.5*2+15*25.4= 576mm, or 0.3% diff

But as Terry pointed out, I have been told the wrong standard tyre 
size :( which is more like 185/82R13 if it existed
