We've got a bit of a technical issue here as it sounds like you are
interpreting the description the opposite way round that was intended.

As I understand things the heal of the cam lobe is down on TDC, the pointy
bit that pushes the valve down is pointing upwards when a valve closed.

Lobes should be pointing downwards for TDC on the firing stroke.  If they
are pointing upwards you have valves
open, therefore its not on the firing stroke.
