Mod plate? You're in Tassie (I think my memory is good) seems to me to be a brilliant system that, Qld have that too. There must be some very sensible car fanatics that work in in the RTA in those states, I've encountered on most occasions nothing but dickheads in every other state and territory that I've ever had dealings with (over 30 years worth.)
