The other reason they might do it is to protect themselves against idiots
who think they can tune their own car and will stuff up the programming,
then proceed to blow up their engine and throw the blame back on the tuners.

My microtech had problems after it was dyno tuned, need to be a little
richer mix a little higher up in the rev / boost range so I did my own fine
tuning on the road and it was excellent!

A lot of "High Profile" Motec and Autronic tuners password in Melbourne as
well. I believe it has been the subject of litigation without success by
some car owners. They ended up with a crap map, large legal bills and no way
to get out of it without a new ECU.
The argument goes - that you take your car to a tuning shop to be tuned for
maximum performance. They provide the tuning required to do this in the form
of an ECU map. "The ECU map they provide is the tuners intellectual
property" and so is entitled to protection from being handed out free to
other tuners and users of that same engine.
I would get an agreement with any tuner that they do not password your ECU,
before giving the engine/car to be tuned.
In that case the usually refuse and send you away :-)

but do you remember Scott that had the SR20 bluebird that allen's fitted the
Autronic to? he didn't want to pay for an engine dyno session so they put a
map, and a password, on it. the thing could hardly cut 100kw at the wheels
yet he couldn't get the map refined on a chassis dyno because Allens would
not give him the password!
if I paid for a map I'd want to be able to see it too.

two schools of thought, I suppose.
