It is a violation of federal law to limit amateur antenna installations except installations over X feet which require a permit from the FAA. There was a recent judgement (within the past two or three years) that sought to limit the ability for communities to enact CC&Rs against antennae, but there hasn't been much movement that I'm aware of to actually go after the CC&Rs themselves.
