I would agree. We have an 1980 LTD that my younger son was driving last
summer. It had (for as long as we owned it which is only a few years)a
problem with the lights. Mainly the green indicators in the dash would light
up when one turned on the lights at night. Not a major issue but an
annoyance. I always promised myself I would check it out but never did it.
Then when Thomas was trying to use it last summer, it started having issues
with the turn signal lights. I horsed around with it on a couple of
occasions but didn't have much time as he would wait to tell me until just
before he was leaving again (going back out to the lake almost 200 miles
away). I changed bulbs a couple of times and made it work but was never
happy. When I got a chance to look deeper, I suspected some of the sockets
so I replaced them. Again it worked for a bit but then started to act up
again. I decided the put new ground wires on each corner. I just spliced
into the ground wire and ran a short lead to a new screw into the frame.
Bingo - no more problems. All lights work properly. Turn signals work like
they are supposed to and the green indicator lights in the dash no longer
light up at night when the headlights are on. Easy fix, just took me a while
to accept that was all it was. Always seems easier to make a job bigger than
it has to be.

I would venture to say that you most likely have a bad ground on
that circuit. Check the cluster of brown wires where they attach to
the inner fender area.
