I agree that it's a decent market these days. My phone really doesn't stop ringing with headhunters. But you cannot under-estimate the power of social networking, either traditional or modern/online. Looking back at my past ten years, three of my jobs have been "friend" or "friend of a friend" referrals. The other two were headhunters who cold-called me and stole me away. At no point, really, did I ever "actively campaign" to any of those positions.
Anyone who is subscribing to the "blanket the market with your resume" model is - imho - going to miss out on the really good opportunities that never end up being posted publicly, because the friends and FOAFs already took them.
