I forgot to mention before - whatever your locality, there is sure to be a workforce development board you can contact.

Our local one in brevard county, fl, offers lots of free services to both employer and jobseeker.

I actually hired someone through Brevard Workforce on an OJT contract - they will subsidize a part of his salary for the first few months, until he is fully trained up.

As a jobseeker, I imagine the agency would help with resumes, mock interviews, prescreening, etc.
