And if you cleaned the throttle plate, you may have cleaned off the
coating that helps seal the butterfly to the bore, letting more air
by/creating high idle.

Have you tried closing the idle screw a bit?   When (if) you do get it
to idle below 1K rpm, what's the ECU's IAC setting.  Also, some IACs
(Mazda used two different sources) have a fail-safe mode that puts them
in high-idle mode if the IAC drive signal fails so you might try simply
unplugging the IAC electrical connector and see if it behaves any
differently.
