Measure the resistance between the neutral wire (from the power cord)
and the chassis. If it is isolated it should read as an open circuit
from either prong.

 

Why do you want to convert this to a three prong plug?

But the chassis is not what I would consider isolated, there is stuff
grounded to it.

Yes what Chad said is exactly correct (Again, assuming the chassis is
isolated). No smoke leaks.

 

Why are you adding a ground? 

 

[I did have a mono Heath Kit tube amp my dad built until it died rather
spectacularly. I even know how a tube works without having to look it
up, but I don't know the finer points of tube amps. I just remember the
warmer sound of tube amps.]

To my understanding, the ground wire is just an alternate path to
neutral, to prevent the chassis fro becoming electrified.

 

If the chassis is electrically isolated, you should be able to tie the
ground wire to it with no ill effects, and should a problem occur making
the hot line connect to the chassis, it will trip the breaker.

 

DISCLAIMER: I am not an EE or an electrician.  So, take what I say as
exactly what it is: my understanding.
