I don't think there's any way you will get a seal to keep pressure from
getting past the TB. As long as you're not leaking externally you should
be ok. Refresh my memory, are you testing this because of a high idle
issue?

With the idle screw totally shut, throttle body plate closed, car not
running, I put about 15psi on the turbo compressor inlet and I'm getting
reasonable amount of air to the intake manifold. Is a partially leaking
acceptable or should the tb plate (and both air
valves) totally seal off the manifold?
