I'm pretty sure you're going to get some leak past the throttle plate and
through the idle screw otherwise the car would never idle.

With the idle screw totally shut, throttle body plate closed, car not  
running, I put about 15psi on the turbo compressor inlet and I'm  
getting reasonable amount of air to the intake manifold. Is a  
partially leaking acceptable or should the tb plate (and both air  
valves) totally seal off the manifold?
