I'm a little confused by your description. If you are cruising at 60 and
take your foot off, does it get hot? Or do you mean it overheats any
time you stop, rather than any time you take your foot off the gas?

Thanks for the responses. 

Both fans work. Water pump is new. I blew the head when I over revved
the engine after getting stuck in a ditch in October. There are no
leaks. Coolant level has remained steady since the repair.
