I would doubt the thermostat has anything to do with it. If the thermostat is 
stuck closed it will overheat sooner than later. Joey indicates that 1. This 
started after the motor was fixed; 2. Upon deceleration and idle. To me, that 
would indicate that it is somewhat rpm dependant as well flow dependant.  One 
would think the fans would not be kicking on unless it was already overheating 
while decelerating. If this were my car, I would start at the water pump, after 
doing the easy stuff such as verifying coolant level and checking for an air 
bubble. The water pump is affected by flow and rpm. The second place I would 
look is the radiator. How new is  the radiator? When was the last time a good 
flush was done? The last place I would look is the motor. Does it have the 
correct head gasket, etc? It could be the higher coolant temps have caused 
damage to the motor once again.

Both fans work. Water pump is new. I blew the head when I over revved the 
engine after getting stuck in a ditch in October. There are no leaks. Coolant 
level has remained steady since the repair.

It over heats every time I take my foot off the gas. So if I'm going downhill 
on the highway and slip into neutral I will see the gauge start to go up.  It 
heads straight toward the top and rather quickly.
