Still not really answered. What if you're going downhill and take your
foot off the gas and "don't" put it in neutral. What I'm trying to find
out is if it's related to throttle position or engine speed.

It over heats every time I take my foot off the gas. So if I'm going
downhill on the highway and slip into neutral I will see the gauge start
to go up.  It heads straight toward the top and rather quickly.

        Thanks for the responses. 

        Both fans work. Water pump is new. I blew the head when I over
revved the engine after getting stuck in a ditch in October. There are
no leaks. Coolant level has remained steady since the repair.

engine is a little loud and now this heating issue.
