I assume you've already checked what I'm about to tell you but I'll give it a
shot anyway. Your problem is exactly like one I had three or four weeks ago.

I went back through my configure options with a fine tooth comb, and lo and
behold I had forgotten to use --with-apache=/path/to/apache/

It strikes me that you may have an error in the rpm spec file.  Give it another
look, looking for --with-apache.
