The RE syllabus in the UK covers the history, scriptures, and the culture of many religions. Having it taught by a theist poses greater problems of impartiality than those faced by an atheist or agnostic. Christians, Jews, and Muslims have a storied history of killing each other. Add to this the belief of each religion that they alone hold the keys to truth, you can see the problems really begin to mount up for belivers. An outside perspective is probably the best perspective for impartiality.
As an aside... My previous work with SACREs and schools here in the UK has yet to throw up a single RE teacher who was not an atheist. There was one lady who veered between agnostic and atheist -- claiming to be agnostic to be polite to her students and not upset her friends, but, in private, she was 100% atheist.
