No it's not.  There is corruption up and down the ladder and probably
less at the top than on the bottom, if for no other reason than there
is no need to steal when you've got most of it anyway.  You'd only be
stealing from yourself.  While the folks on the bottom are most always
disgruntled about one thing or another which rationalizes into petty
criminal behavior.  See my answer to Slip above for more detail on
that.

The top 2% represent a lot:  They represent a great deal of
philanthropic and charitable work even if it is just their money
working.  They represent the best source of capital for expanding and
growing the economy.  And while there are some that are real nasty
bastards, the majority are doing good works and are the best exemplars
of the opportunity that is available in the capitalistic free market
system.

We just gotta figure out how to get people to behave better.
