I would say that empathy is a moderator for etiquette. For instance, if I'm sitting across a table from someone who is burping, farting, and eating with her hands I might comment out loud that she is a pig. OTOH, if I'm concerned for her feelings I might whisper instead asking her to eat more quietly.
