It's possible now to imagine database-driven technology that would examine political speeches in real-time - we haven't got this technology but I deal everyday with bits of it. This technology could pick up on behavioural aspects of speech-acts, exposing the repeated moves made on our subconscious and there impact there. A history database could flag up many factual issues such as the number of times aspects of the speech had been made before and whether there was ever any progress on the promises. Instead of relying on stuff like 'Britain is a good country to be proud of' (substitute to taste) a factual record would flag up. There are big snags - but a complex, real-time machine like this is more than science fiction.
Currently we can least work up the machine as a thought experiment. One small example of something achievable now (barring bureaucratic resistance) is in complaints handling. The victims of sexual abuse are a classic example - but in fact most people complaining to power are in similar boat. If we had a database of complaints the victim's voice would not be isolated and organisational cover-up in performance management much more difficult. Privacy issues might be much easier to deal with than we might think. Data could be anonymous but coded. Such a scheme would have caught Saville (there were many others when his name surfaced in one of my investigations in the late 70's) long ago and saved 400 victims who have since come forward. The non-technical issues always involved in such matters are always double-sided - 'freedom', 'privacy' (the usual cover for fraud as well as something we prize) and so on. 'Big Brother' always looms and so on. The knowledge to be embodied in the machine? (here what we call economics or accounting leaves out much that seriously matters including the death of some people).
