The best solution I have seen to this problem is the one SuperMemo currently has, where you set the retention of all the cards (between 80-95%) and the program automatically reschedules everything to give you that retention. Of course, computationally this is extremely involved, and the benefit is slight, if any. I have used SuperMemo and Mnemosyne both for about a year each. I don't notice much difference in the programs, although I do feel Mnemosyne sometimes schedules cards too far in advance. This, however, is just my feeling, and has had no measurable effect on my learning.
I wouldn't worry about forgetting cards. You will forget a lot of cards; if you didn't, there would be no point in having an SRS. As long as you're remembering more than you're forgetting, you're making progress.
