I'm not sure it will be used by half of the users. Moreover, everyone who on 
this list expressed the desire to tweak the algorithm wants to do so in a 
different way. Therefore, a plugin is the best option.

This is not an exact science, as 'about to forget' means different things to 
different people. Just go with your gut feeling and don't overanalyse. If you 
feel like working in 'pessimistic mode', you can even grade it 0 or 1 :-)
