Hmm.. I'd rather not. I don't know what the implications are on warranty etc.

Google Android is itself open source, and a lot of the applications
built for it are too. Google has a bunch of tutorials, videos etc.

What restrictions the provider will put on the phone itself I don't
know but... I'm pretty sure you can just write your own applications
and deploy to your phone (or as a free app on the Andriod Market). Can
anyone confirm this who has an Android-based phone?
