This is not a technical answer… but I saw the same thing as customer 2 on IE yesterday.  I had been logged in to webmail for quite awhile on a test computer and when I went to compose a new message got a login screen instead of a composition screen.  I suspect that something timed out.  However logging out and back in provided the same results.  Closing and launching IE solved the problem.

I have a couple of customers who are complaining of issues with the WebMail Interface.

 

Customer 1 says that when they click on the “compose” link, they don’t get a new window to compose a message.

 

Customer 2 says that when they click on the “compose” link, they get a new window but it is a second version of the original WebMail window.

 

I’m unable to duplicate either of these situations on any machine here.  I’ve questioned both regarding “pop-up blockers” and was told they did not have any installed.  Has anyone experienced this or have any ideas what to look for?
