Because someone didn't upgrade to 2.x because he thought it woudn't run on Windows NT and he thought he would migrate directly to 3.x once the server is running Windows 2003, which is schedule to happen next year. This person has already considered to migrate to modusMail 3.x on Windows NT, now that he knows that the server runs on this OS. However, he needs more than 3 weeks to test the new version and schedule the upgrade, since the company had already plans to keep him busy for longer than that. Despite all that, as much as he is entitle to v3, he has (or had) the right to run v1.4.
