But the bigger question is does he mean or claim that the "intellect" is
completely divorced from the process of creating art?

I don't think so. Ever. Even if we consider only Zen sumi-e or Jackson
Pollack paintings somewhere in the process abstract concepts or ideas (the
intellect) enters into the process. It is in the artist's interest to
suggest this "sans intellect" approach as it can add mystery, and hopefully
value, to what they do.
