I think its possible to compare theories of "free-will/determinism" to theories of "agency/structure" (and to theories of dynamic/static), sure, but when you ask how "agency" compares to "determinism" you're missing the fundamental distinction between the aforementioned theories. The only way to answer is to back up to the theories themselves and talk about the "inter-dependent arising" of one theory versus the diametric opposition of the others.
