Definitely. The very first sentence of the summary which included the phrase "unrelenting hard-line perspectives" was a tip off to the bias of the author. A further tip off are the subsequent sentences which refer to unnamed people who are engaged in "controversy" and who express "concern, setting up straw men making accusations that must be answered. Finally, from the final sentences in the summary I gather the author is a fan of the radical leftist slogan, "Bush lied, people died." Of course, Bush didn't lie. Hope this answers your question.
