Sorin, Just to clarify: tags are taken care of by the M4Loc project or Christian Buck's tags4moses similar to the paper you cite.
Placeholders are kind of orthogonal to this, as you point out (placeholders and isolated tags are sometimes hard to distinguish in some document formats). The placeholders functionality for numbers and dates is something very interesting and it crossed my mind to use it for tags too but unfortunately it doesn't link most formatting tags with the words it should.
