Could we also do something inside the robo-moderator along the lines of
checking whether the poster has posted successfully once before, and if
so, allow the post unconditionally?

After all, the aim is only to make sure people see the FAQ *once*, not
that they see it every time they post. And having to add a "magic
header" to *every* post (rather than just the first one they make) may
be so much of a pain that it would discourage clueful people from
sticking around after they posted their single question...
