It's a good document, but the problem is that 95% of the spam would be
avoided if everyone read a page which contained only the sentence
"<H1>This is not a newsgroup for queries about any sort of Netscape
product.</H1>" I would fear that the above document is still so long that
people wouldn't extract that essential point from it.

No. Because Newsgroups are a "pull" mechanism, you can't do something like
this. Hence the planned "auto-add-FAQ-URL" magic for some of the new
newsgroups.
