I can't say that I support the theory that rental
property licensing is working.  To me the process is
much like the "duct cleaning" process that was on the
news the other night.  You pay for the permit or in
this case the license and then that's it.  There's no
inspection.  In the case of the rental license, I
guess if the neigbhors scream loud enough about a
property, an inspection might be conducted but
certainly not automatically as part of the licensing
process.  

I have a property right next door to me.  He rented it
for quite awhile without a rental license.  I
complained and finally he was forced to get the $20
rental license.  There was no initial inspection and
to my knowledge has not been one since he got his
license.  

There have been several different groups of people who
have rented this place. They all end up leaving when
they realize what a dump they rented.  It looks good
enough on the outside and not too bad on the inside
until you realize the eves are hanging a foot from the
roof and an entire condominium of pigeons and
squirrels are living in the attic. Isn't all that
pigeon poop a health hazzard? Then there is a missing
basement window and squirrels come and go from there.
The last tenants were too afraid to go into the
basement and chose to leave rather than call housing
inspections. They were afraid the landlord would
withhold their deposit if they complained. 

If they scheduled a rental licensing inspection on
this property, the property owner would have to let
them in and unsuspecting tenants might not get taken
like this.
