I hate admit checking the electronic version of political rags,
(ChecksandBalances.com), but the following item � without a specific bill
reference -  appeared there today (if you can wade through the worst syntax
in journalism). I thought David said this bill was killed in committee.
Anyone have the story?:


"Redistricting in Minneapolis

We have heard for a while about the possibility of new city council
districts being drawn in Minneapolis, but since the bill's sponsor was Rep.
Phyllis Kahn (DFL-59B, Minneapolis), a minority member in the Republican
House the prospects look unlikely.� The lack of a Senate companion is
probably due to the weakness of its Senate sponsor, Sen. John Marty (DFL-54,
Roseville), who was unable to receive a hearing for the bill.

"It looks like the matter will be settled in a Conference Committee.� If the
newly drawn districts are put into effect for 2003 election rather than
allowing them to remain until the next scheduled citywide elections in 2005
the new City Council will have a short tenure.

"These winds of change and call for a more responsive municipal government
may just have an unintended consequence for those who were critical of
incumbents and won.� Now they may have just two years to prove their own
worth and stand at their own bar of judgment.� This will also breed
opportunity for retribution from the 2001 elections sought against those who
prevailed.� They could see their own house of cards tumble."
