CARAG stands for Calhoun Area Residents Action Group, which is actually the neighborhood organization that represents that area. So, I think the neighborhood is called Calhoun. (There are other neighborhoods that are largely referred to by the neighborhood organization's name, such as ECHO.) And I don't know a thing about what Seward is named after, but assume that it's named after the guy who encouraged the U.S. to buy Alaska in the mid-1800s....
