You raise a valid point, however, I'd like to mention two things. First, In Stevens Square Loring Heights, they start tagging and towing at 7:00am on the plowing days. I watched it for 5 years, and so I don't know if it's just your neighborhood or certain sections of town that people don't move their cars, but I know in at least Stevens Square and the neighborhoods around it they tag and tow quickly and have no leniency (what if you had a baby and have a difficult time getting her ready, or the power goes out and your alarm doesn't go off). Which may raise the question of why there isn't an equal enforcement of the rules throughout the city, especially in the lower income neighborhoods.
As for finding another place to park, again I can't speak for Como, but for neighborhoods like Stevens Square, it's already packed. On good nights you need to either be home directly at 5:08 and not leave for the evening or else a three block walk is an okay distance. These neighborhoods are really dense, so just finding another place for a night is not as easy as it sounds, especially when people have visitors, and more bothersome, people who work in downtown park in these neighborhoods. I think it's much more complex than "just find somewhere else for one night", but I think it would go a long way to helping if the start time was 9:00am instead of 7:00am, and then the majority of cars being tagged and towed would not be neighborhood residents.
