Your post gives further evidence that the city departments responsible for
street cleaning and snow removal don't communicate very well with the
public.  Yes, they posts the signs "By Police Order."  But if they
actually enforce the rules/laws/times posted in some neighborhoods, but
not others, then there is a problem.  I'd like to know why at 6:30 am on
Lasalle Ave between Grant and Oak Grove, the car towing companies are
lined up like vultures waiting and drinking coffee; at the stroke of 7:00
am they swoop in and start towing.  In neighborhoods where most people own
their homes and there is adequate off-street parking, this doesn't happen.
In fact, there is very little, if any, towing.  I remember this from when
I lived in Lynnhurst and Longfellow neighborhoods.

These differential practices make the city look bad.  It is very much like
traffic control.  There is enforcement in certain areas, but not in
others.

It seems to me that city staff have a priority list, in which certain
neighborhoods are marked as strategic and are given high priority for
street cleaning/snow removal, and thus the consistent towing.  But if
something happens, the snow plow may not show up, but the tow trucks have
racked up their fees.  I perceive the city to be acting arbirarily, in the
interest of convenience for city staff, without much regard for the
citizens who live in these neighborhoods.

The city can't just stonewall the public when they call to complain about
these policies.  The city needs to communicate more with the public and
the staff has to be more honest about how they implement these policies.

I would hope that a mayor with such a distinguished background in public
relations, that the city departments responsible for public works would
take Public Relations 101 and schedule their work with that in mind.
