I don't see how the speed limit affects people getting across Hiawatha at
all.  I presume all the LRT stops will be at streets with traffic lights --
if not they should be.  Pedestrians should only cross when the light is
green.  The cars in the opposing direction are stopped then, no matter what
their speed is the rest of the time.

I can see how crossing Hiawatha will be an issue, because it is so wide.
The traffic lights against Hiawatha need to have a long enough green for a
slow pedestrian to get across, or else pedestrian overpasses need to be
built.  But the speed limit is irrelevant.
