There is one idea, debated on this list in the past, that maybe should be thrown into the marina discussion. There are some who adovate or suspect that the environmental and econonomic costs of the dams and locks in Minneapolis outweigh the benefits. If through some strange twist, a majority of citizens and public officials come to favor the removal of the locks and dams, this would have a very significant effect on a marina.
As far as I know, there is not much popular support, and there are no significant pubic figures pushing this concept yet - Phyllis Kahn and Lisa Goodman have stated opposition. However, I did want to point out that the Sierra Club Northstar Chapter has posted a statement on its website in favor of removing the locks and dams and restoring the Minneapolis segment of the Mississippi River to something much closer to its original natural condition : http://www.northstar.sierraclub.org/water/press20030620.htm This is a very complicated issue that I believe deserves a fair and balanced airing.
