Our cup is half full on this. The PC, before all discussion was complete, did pass the rezoning housing overlay and part of the CUP. After more discussion, Gary Schiff who made the motion offered to have it reopened/nullified (my word) but it was not picked up on. The Elroy issue is being reconsidered at the PC at the next meeting but I need to get clarification on how much of it will be brought back. They did specify that they wanted the Planning Division to get clarification on the contract from CPED.
The ethnic market/gathering place as it relates to Elroy is being considered as a "farmers market." That seems to be the closest description in the zoning books fitting the type of development. I don't know what the differential is compared to the 24th and Elliot. In talking with zoning & licensing there doesn't seem to be any limit on the number of businesses for Karmel Sq or the proposed Karmel Plaza. From what I understand, part of the problem with the 24t and Elliot is that the occupancy levels are not being followed. The PC did say they thought housing was a better fit in that location than industrial/commercial but I don't think they are aware of the Miles Dollars and the the background on the site.
