WM: This is where I begin to take issue. Barb, being American born and bred, thinks it inappropriate to put housing over industrial. I'm not sure the rest of the world agrees. Ergo, in terms familiar to a Palestinian developer, it may make perfect sense. When the city agreed to whatever they think they agreed to, at least two different notions of what it means to put housing with commercial space were operating. Dollars to doughnuts, no one thought to ask the right questions.
