Maybe not ALL of the rest of the world would agree with the idea that it is inappropriate to put housing over industrial operations, but MUCH of it would agree. None of the countries I'm familiar with support that kind of idea.
I haven't been to Palestine, but friends and associates from the middle east (Jordan, Israel, Lebanon and Syria) have lead me to believe those places don't generally smile upon such arrangements. There are always exceptions of course -- even here in America, where for example people do live on oil drilling platforms, a very industrial setting.
But this sounds like a really weak excuse for Sabri. In fact, it sounds completely bogus. He's been here plenty long enough, and spent plenty of time sparring with government, neighborhoods and neighbors to have learned full well that in America it does not make perfect sense. It only makes sense to Sabri on one level: he can make more money by abusing the zoning laws and playing fast and loose with ethics. That he's Palestinian gives him not one ounce of excuse here.
Did the city forget to ask the right questions? It wouldn't surprise me if they did.
