However, can someone explain the logic of how catching someone blowing through a red light is an invasion of privacy?
Imagine you're blowing through a red light with your mistress to get to your motel room before you have to go back home to the family. A picture of you with your mistress is taken and sent to your house and your cover is blown. Yes, farfetched, but that's generally the scenario that the people who worry about privacy violations bring up.
They also point out that the ticket will be tied to the vehicle, not the driver, so if another person is driving your car and blows a red light you will get the ticket. You should be able to prove you weren't driving, but that is a hassle.
Also, I am sure that with this kind of ticket, the burden will not be on the city to prove your guilt, but on you to prove your innocence. It turns the whole "innocent until proven guilty" foundation of our legal system on its head. This is probably most worrisome.
Not that I have a whole lot of fear of photocop, but there are some real questions.
