Regarding privacy issues, apparently the technology exists which allows the  
camera to take only the license plate rather than the license plate and the  
occupant or occupants of the vehicle. I do not know what other cities have done 
 but it would appear that a camera that takes only the license plate would  
be too low on the pole and subject to vandalism.
