I am dispointed with the possible denial of the Block Club Permit for Mercado 
Central in South Minneapolis for a block event on Thursday September 15, 2005 
for the celebration of Mexican Independence Day on Lake Street between 
Bloomington Avenue South and 15th Avenue South.

We are unable to change the hours of the event because the key ingredient in 
thecelebration of this Mexican holiday is a reenactment of the call for 
independence issued by Miguel Hidalgo on September 15, 1810. This reenactment 
is done each year in the central plaza of Mexico City by the President of 
Mexico between 11:00pm and 11:15pm on September 15th. We will be providing a 
simulcast live from Mexico City of this celebration. However, this reenactment 
is the very last part of the event. When it is complete, the event will come to 
an end and clean-up will commence. We are a family oriented organization and 
understand the importance of keeping noise levels and disturbance of transport 
to area residents to a minimum. The disturbance of traffic is not nearly as 
cumbersome in the late night hours as it would be earlier in the evening, 
especially now when traffic levels have been significantly reduced in our 
areadue to the reconstruction of Lake Street. We will be hiring many clea
 ning
 attendants andhave over 40 volunteers that can assure that the teardown is 
completed quickly and thestreets are reopened. We work with an audio visual 
company that is able to put upmany small speakers around the entire event area 
and will assure that volumes are kept to a minimum. We will also be placing 
these speakers on carpets on the ground to absorb sound waves and minimize the 
distance the noise travels.
