That's why I suggested pulling it out to a file. My thinking is some sort of
"advanced" tab, where users can put a path to their own "ruleset" file. I'm
not sure I can think of a way to impliment such a feature for non technical
users, so my idea was that this adds the ability for technical users without
cluttering the GUI for less technical users.

Of coures that requires a rulset parsing engine, and a ruleset, and then code
to apply that ruleset during the syncing operation. Certainly not something
trivial to code.
