Richard,

I tend to use the David Allen definition of a project (an outcome that
requires more than one action step and can be done within a few
months). By that definition you seem to have a project.  If so then
check the Project checkbox on the parent and select the View Next
Actions by Project view on the To Do list filter.  This displays the
Project and the next action(s) for that project.  Try it and see if
that meets your needs.
