You can build GTK3+ on Windows right now, it has been possible throughout its
life-cycle. OpenSUSE builds packages for it just like GTK2+. I have no idea
how well it works.

It is clear that fixes done for GTK+ 2.24 would only be a short-term solution
for the upcoming release.
