Oh Diana, How discouraging!
It seems as though they will keep Manicurists and Estheticians
licensed, which is good.
It may not pass or pass with modifications
I feel your pain! I am surprised they didn't use CT as a shining
example of how licensing is not needed. ( I, too, am being facetious!)
