The updates have always been available from somewhere, even if it
meant downloading them. The "I want a new CD" argument is based on
wanting a single CD to reinstall from in the event of a HD failure or
similar incident.
If it works out, we'll have a complete NC 3.1 except for the
netconnect.library. If you lose your HD you'll need to install from the
original NC3 CD and then run the 3.1 update to get everything fixed and
updated.
